Reichstag fire

Was Hitler behind the burning down of the Reichstag on February 27, 1933, one month after he became chancellor?

I have heard both sides argued, but, either way, the fire allowed him to issue the Decree for the Protection of the German People and the State that took away most of the rights of his people. The decree was issued the day after the fire.

It is nearly impossible for me to imagine the U.S. Capitol building burning. It is upsetting that this image even crept into my mind. However, I feel there is some value in thinking about such possibilities. It reminds us of the fragility of our democratic system and how remarkable it is that it has lasted this long. And of what a treasure it is.
